Based on the research conducted randomly to 600 heads of poor category families in five sub-districts (that of Syiah Kuala, Banda Raya, Lueng Bata, Ulle Kareng and Baiturrahman Sub-District) of Banda Aceh City, and also by identifying 599 people representing poor families in five sub-districts (that of Glumpang Tiga, Mutiara, Tiro/Truseb, Tangse and Muara Tiga Sub-District) of Pidie District, it was known that there were some socio-economic fundamental changes in their income and expenditure as well as ownership of the goods. Their income and expenditure of households level in both locations concerned had already achieved more than Rp.600.000,- per month. Goods which was previously used to be a secondary need and owned only by middle and upper class society, it had turned out to be primary need for life and their livelihood. Most people possessed mobile phones and motorcycles. Majority of respondents had each a TV of over 14” size and a refrigerator. Electricity for lighting had been utilized by most of the poor families in both two research sites. Electricityprogram had reached and been enjoyed by citizens in Banda Aceh City and by that of Pidie District. These empirical facts need to be observed and studied as an input to make adjustment on the aspects or criteria of families in poverty, either done by the related bodies or institutions, or by the authorities concerned in making Government Regulations or Local Government Regulations and Minister Regulations.

The results showed that the location of the village of Jagoi, Jagoi Babang Sub- District was very far away from the center of government in neither central nor local government, and it was really difficult to reach the location because it was located in the mountainous area, so that the infra-structure built up there was still very inadequate. Education and health facilities were still very minimal, Human Resources capability was still at very low level, there were a lot of unemployment, index of poverty was very high, so that it was much more difficult to maintain their social welfare, and their economic activities depended much on their neighbor country of Malaysia, which in turn brought an impact on the lack of nationalism because of their expectation in earning more Ringgit rather than Rupiah.

The findings of this study indicate that the Indonesian Tobacco Farmers Association (APTI) and Farmers Group function as social networking; selametan ritual / pray for cultivating soil, taking care of tobacco plants and tasyakuran / ceremony for being grateful which function as the norm of trust; whilst labor relations system functions as reciprocity; and the activities of jimpitan sewu-selawe, mutual lending of labor, division of crops, watching the legislation of smoking prohibition, Djarum Foundation scholarship function as mutual benefit fromtobacco farmers to Legoksari rural society welfare. The result of the research describes that social capital functions as important aspect in empowering the society, especially the tobacco farmers and recommends that the Government, the society empowerment activists or the Society Empowerment Institutions, Ministry of Social RI, Local Government, and Agriculture Office need to support those related to farmers empowerment policy.
